Thanks for logging a bug but I am still having this problem. This poor guy was hit with $27.80 of shipping instead of $6.95. He paid for it amazingly enough but I will refund him the difference. His order number is 814352348.
The other international customer: 803778341 just got mad and refused to deal further. I have yet to return those items to inventory and request a refund.
This only happens with store purchases. International buyers on eBay do not have this problem.
My settings are correct. Can you figure this out or not?

Hello Beth,
I have escalated this as I can see you did have your cost when combined set to zero. The original items you reported had the cost when combined set to equal the price of the shipping, so no discount was taken. I will let you know when I hear back from engineering.

No, you (VD) changed globally all of my setting for me since I had over 8000 to the correct settings (which I appreciated). And if you go look in inventory at the Cream of Wheat ads purchased you will see that your work, worked. It says ZERO.
So, I am not sure what you are talking about. But if you can just make the work work then I will be happy.

Hi Beth,
Okay I think I know what happened here, when we ran that tool it did not apply the settings to your active store items, though it applied to all of your inventory. Since you've got so many items, I am asking for some help on getting the settings applied to your active store items. I am so sorry for the inconvenience.
