I use flat shipping rates & list through SM Pro. It works very nicely for domestic (US) shipping.
As for International...
I generally have 2 shipping rates for Canada (Air & Surface), and another for the rest of the world -
eBay imports the top shipping rate and assigns that rate to be the Worldwide rate which shows up in the top of the listing, and in search results- which leads me choose from having a too-high rate for Canada (and scaring off potental customers before they even open up the listings), or having the wrong (too low) rate display for the rest of the world.
Is there any planned upgrade that will allow 3-tiered shipping rates? (Such as offered by Markeworks) or to allow me to specify what countries the rate applies to?

I don't think there is anyway to avoid this no matter who's program you use. There are three blank spots available in the international section when you create a listing in vendio along with all the calculated rates. Wouldn't it just be easier to use calculated shipping? I tried the flat rate thing once and just found it to be to much of a PITA. Some poor customers were way over charged while others would end up under charged. Calculated shipping for international is the best in my opinion. Just add in your packing and handling fee's in the appropriate section to cover your cost.

I don't mind using calculated shipping for the rest of the world - but it doesn't make sense for me to do it for Canada.
I can ship Canadian orders from Canada, and offer good shipping rates.
Marketworks has a 3 tiered shipping system, where you can set different rates for Domestic shipping, Close International (aka Canada), and overseas. It maps very well to eBay's specified shipping - where you can specify which countries that particular shipping rate applies to.
I don't need a 3 tiered system - just an additional field, where I can specify the Country.
Anything planned?
