WHAT IS THE BATF RULE FOR INTERSTATE SHIPPMENT OF FIREARMS FOR REPAIR OR CUSTOMIZING? CAN I SHIP FIREARMS INTERSTATE FOR ENGRAVING WORK EVEN THOUGH NEITHER PARTY HAS AN FFL? CAN I SOLICIET ACRURIZING WORK ON THE INTERNET AND RECIEVE FIREARMS TO WORK ON FOR INTERSTATE CUSTOMERS, AND HOW WILL THIS APPLY TO THE AUCTION SITE RULES ?

A short answer is that you need a FFL to receive firearms shipped Interstate, other than your own firearm which is being returned from a FFL Gunsmith/Factory after repair. You do not need a FFL to ship the firearm but must ship it to a FFL holder. You do not need a FFL for shipment in your own state.
As for the auction site's stance it will vary. Here are a couple sites that deal with Firearms, most of the general auction sites do not allow fireams. I would recomend asking before posting an auction, and keep their reply.

As I have been a licenced Federal Firearms dealer for 20 year it is funny to see different answers to questions posed. I would not trust an engraver that isn't a FFL holder as it is just one of the things someone who regularly does that kind of work needs. Federal law and most of the states make receiving a firearm from a shipment necessary only to licenced dealers. They assume that if you try to avoid this requirement there is a reason ( mostly illegal). In 20 years all of the people denied firearms were people that I wouldn't want around me armed.
