Hey guys, my first time here on the discussion boards.... ) Wanted to see if anybody could help or may have had a similar experience. I sold an item to a bidder who sent me funds via PayPal. He is Verified AND he sent me NON-CREDIT CARD card funds, however on his PayPal history has elected to not show his verified address, he has provided me with an address though. I know this is a big read flag if it were credit card funds, but he sent me NON CREDIT CARD funds. Any comments, suggestions?? Thanks!!!

Juliette: I would go ahead and ship the item, since you were paid by it and given an address, and since I'm usually the trusting type of eBayer anyway. PayPal is supposed to take precautions that the funds are actually coming from the winning bidder and not someone else's account. (Although I've read cases of credit card chargebacks despite PayPal on these boards recently). I assume your item was not a gift the buyer wanted drop-shipped. In that case, the buyer could request that a valuable item be shipped to his work address or some other location so that no one can easily trace his purchases to a home address where they might be stored. This practice is common with coin and stamp collectors.

You are binded by the seller protection policy.
Even if the item were recieved, Unless you followed the guide, verified address proof of delivery and whatever else there is the buyer can request a reversal and will get it if you did not follow the seller policy.
I'm not sure but i think this is a PAYPAL policy rather than a credit card policy.
If the dollar amount is not large i would go ahead and ship.

If you've already received payment, and it's a non-credit card purchase, I wouldn't worry about it.

The verified address is a PayPal requisite, no one elses. As a seller, I often ship to the customer's office. As a buyer, I never have something shipped to my house, always the office. The buyer's reply to your e-mail (correct e-address) should be pretty reliable proof of their authenticity--chances of someone stealing an e-mail address, controlling all correspondence, and then having you ship to a false address would be pretty far-fetched. Too, you can always ship with signature verification request and insure the item.

To all you sellers out there who are getting frustrated and abused by:
· Non-paying bidders
· paypal charge backs
· Bounced checks
· Fraud problems
· Negative feedback for no good reason (retaliation)

I found out the hard way that safe harbor and FBI don’t do a thing about it, and I signed up for a sitesentury.com, a security company that will do REAL investigations. Check out their site, I signed up for their service and I put their log on all my auctions and the bad guys will think twice before they mess with me!!!!!!! It is like having a security guard by my side protecting me!!! Which car do you thing the thieves like to break-in: one with alarm-on or one without??? That is what the log will do for you.
The investigator already got me some of the money I lost on bounced checks and the bank fee too!!!!!!

I just wanted to say that there are times that I want my items shipped to my business and not to the verified address. I am afraid that there might be some confusion if I show my verified address along with my business address. Of course, I do not use my credit card when doing this.

It could be that the buyer simply doesn't have a credit card. PayPal checks the address given at registration against the billing address of the credit card (if any) that you register with them. If you don't have a credit card they can't verify the billing address and they say that the sender has chosen not to send the seller a verified address. This is very misleading because unless the buyer has a credit card it's impossible for his/her address to be verified in the first place.

Paypal used to verify the address first before allowing any transactions. They would send a letter to the address provided and you would be required to log in to the site and put a number in.

My address has changed from a PO Box to my 911 address, so every PayPal shipment I request I have to put my "non-verified address."

Oftentimes I have shipments come to the office rather than home because it's easier that way.

If you go and sign in and click on "Policy Changes" You can see what they have or are changing. Below is just one of the changes.

Seller Protection Policy Changes

Notice Date: November 10, 2000 (Updated December 22, 2000)
Effective Date: January 16, 2001
To increase the safety of transactions and protect sellers from unscrupulous buyers, PayPal now prompts buyers to provide sellers with their credit card billing address when making a purchase. This new security measure allows sellers to ship to a verified billing address and thus reduce the risk of being paid by a fraudulent buyer. A seller will soon be able to reject a payment for a transaction that may seem risky because the buyer has refused to provide a billing address. When this functionality becomes available (expected January 11, 2001), sellers will be required to ship only to a buyer's billing address to qualify for protection under the Seller Protection Policy; sellers who choose not to ship to this address will be liable for any chargebacks. In addition, only sellers who have Premier or Business accounts will now be protected under this policy.

I LOVE that last line! Hey, Paypaldamon, come out of the woodwork. What was that story you tried to tell the other day about non paying accounts having protection, too? I thought it was a lie. You never were real clear about that.

I should add a line to every one of my auctions that I no longer accept Paypal, as they offer no insurance other than to paying accounts. I wonder how many new bidders would choose to use them, if they knew the company not only offered no protection, but told bald faced lies?

Hi escandyo,

The Seller Protection program applies to verified accounts that are either a business or premier account.

The details, which I refer users to often, can be found on the web site . I would be more than willing to post it here if it assists you.

The Seller Protection Program has very specific rules if a user does not want to be held liable for a charge back.

I have a verified business account

Right about the time they changed theyr policy where you had to click "ACCEPT" if the payment did not contain the "Verified Address"

I had just moved and paypal was giving me trouble for changing the VERIFIED address and I handtyped it for something I bid on.

The seller got all paranoid since this was only days into this new policy.

Paypal *glares at Damon* sent out an announcement of the change in a way that would make anyone super paranoid even for us cool and calm types.

After the seller sent me an email almost accusing me of attempting to scam her I sent one right back in the same tone that

A. Payment is coming from a verified BUSINESS account
B. I have a feedback of 120+ and 1 neg (having to do with a lost package)

And to not worry because my payment is good and from paypal funds.

Now if paypaldamon wants to fix my account himself he is welcome to contact me.

It has been impossible to change the verified address in that account and I gave up trying at this point and just email all my sellers.

Hi lovepotions,

Thanks for the inquiry.

Your account has been verified through the bank account, but the address has not been confirmed (the only way to confirm the address is to add a credit card on the account).

We are looking at options to take care of this for users that do not have a credit card on file, but are bank account verified.

My address was confirmed over a year ago when paypal sent me a letter with a confirmation number in the mail when I opened the account(I don't know if they still do that now)

I have a credit card on file

I have even gone rounds with the folks at customer service. I still can't get it to take the changes.
