It's actually a style of decorating, so to speak.
A woman by the name of Rachel Ashwell has
also written a couple of decorating books that assist in aquiring the "shabby
chic look" which is a mixture of flea market finds.
White distressed painted furniture, muted, faded floral fabrics (barkcloth is a popular one), items that have the appearance of having resided in an old county cottage, shabby - yet chic.

Shabby chic ... as ORIGINALLY used, meant quality furnishings that looked used but well cared for.
Picture a house of a previously wealthy person who has lost their fortune: slightly worn Porthault linens, antique furniture with the dents and dings un-restored, eclectic collections of mismatched (but FINE) china, and a few interesting pieces that were clearly the worse for wear but had interesting texture like this frame:
As used on eBay is usually meand "damaged and crappy junk" but I hope the buyer wikll fall for the terndy phrase.

We have all kinds of old "shabby" things in our home. An old table that my husband's great grandfather made, etc. You don't refinish them because that makes them lose their "character" and value. Not everyone understands this style of decorating. I know my in-laws sure don't. That's how we get all of their "junk".
