"All consumers are welcome to use our premium features by upgrading to a Premier or Business Account, but our terms of use require companies and individuals using PayPal for business use to upgrade. Our terms of use have stated since June that PayPal is free to consumers, but business users are required to operate using a Premier or Business Account."

BUT the info page on the various accounts says that a Consumer can upgrade to a Premier account, and a Business must upgrade to a Business account (not a Premier account).

Well I won't upgrade until I know what I should or can upgrade to... and what's the difference between a Premier and a business account anyway?

Premier for use without a DBA (business name)
Business for use with a DBA

Clear as mud? Both have the same benefits.
Business you give your TIN or SS# for and Premier you don't. Guess which one I chose?
