I just emailed Paypal and received an answer that they were NOT forcing anyone to upgrade at this time. As I saw it yesterday, you either lie about selling or you had to upgrade.
Anyway, I wrote back and asked them to consider a percentage fee only - not the 25 cents per. That is what will kill me and every other small seller out there! My ebay fees run 10% of sales so Paypal would run at least another 5% with the quarter per transaction.
Please! Just a fee, even if it is 2.5%. No transaction charge.

Well, technically, they are right: the decision is ultimately OURS to upgade or not, so, NO they are NOT forcing us... It's either sink or swim..They are just using "friendly persuasion"...
