This is a first, we just received a bid retraction....Does ebay just allow anyone to retract their bid for any reason?? Bid retraction says They accidently bidded on same item. Did a bidder search 1 other bid and on an item nothing like they had bid on from us. Does ebay just allow a bidder to use any excuse to cancel bids??

Better that they retracted it now than didn't want to pay for it later.

OTOH, I check the feedback on everyone who bids on my items, and if I saw a large pattern of bid retractions from someone, I would likely cancel their bid (I guess that would be a reverse retraction) -- would have to be something like 4/5 bid retractions from them in the past 6 months, I would find that excessive & would rather not have them mess around with my auction.

I had a bidder that was acting strangely. after delaying for a while, asking lots of questions on a simple item, asking if I take paypal, payplace, etc without actually making payment, he finally seemed to suggest that I should send it out and he would pay me after he received it. I went to look at his record and he had NOTHING but retractions, dozens of them. Mine was the first auction he hadnt retracted. I filed an NPB and send safeharbor his info to show them what was going on. Safeharbor replied that this bidder had been warned. Isn't that wonderful? If a seller posted dozens of auctions and refused to sell to the high bidder, would he be warned or would he be naru'd?
To my amazement, the bidder quickly sent a MO and the transaction did complete.

Probably neither if seller did not accept payment and paid the fvf without issue. If bidders made sufficient stink with SafeHarbor maybe, but ebay has no specific reporting procedure and is not interested in reports of such not quite sellers.
