If they have minus feedback due to previous negs, I personally would go in & cancel the bid. Have done this before. You can leave an explanation on the auction: Bids cancelled due to excessive negative feedback, or something like that, whatever you choose to express. If they keep on placing bids, then e-mail them & politely inform them they are not allowed to bid on your items at all.
I don't cancel a lot of bids, maybe 1 or 2 each month out of over 200 auctions now monthly, but it is certainly worth it when it looks necessary, avoids some of the down-the-road non-payment problems -- we get enough of those already without minus-level bidders.
In the past, I e-mailed some of these types & asked them about things -- they sometimes explained it was just a mistake back whenever & please oh please let their bid remain. I trusted them & several times got burnt anyway with no payment, just frustration, so now I don't bother giving them the benefit of the doubt.
