after hearing a lot about fraud from these countries....i'd like some advice...how should i ship a 2 pound package to russia? it went for about 170$, and i'm thinking USPS express mail....but i am worried about fraud. The bidder has only 1 feedback. Heeeeeeeeelp!!!!!!!

Should i go UPS or fedex or dhl?

Since it sounds like you're ready to ship the item, I assume you've been paid? By what method?

i haven't been paid, but the winner has asked me to calculate postage to russia...

I would choose a way that you can track and don't take any CC's or other forms of electronic payment--other than possibly bidpay (money orders) or billpoint.

I think it's quite unfair to judge all of the countries in eastern Europe for the wrongdoings of a bunch of people in just one country (I think it was Romania)

But, hey, that's just what I think.

Ship it REGISTERED, if that is available. Russia is one of the easiest places to have your packages go missing on you. Most companies use couriers for critical parts and documents, and sealed cargo containers that are inspected in their presence.

And wait until you have payment in hand, by INTERNATIONAL POSTAL MONEY ORDER if the USPS will accept them from Russia. If they can wire a Western Union Money order to a pick-up point near you, that's fraud-free and secure (they pay cash at their end).

DO NOT TAKE ANY CC TRANSACTIONS!

Update.....`Ok..i quoted USPS express mail....and after a week he paid with PayPal today! but it is through a different email address, not his...what should i do? hEEEELP!! damon if you are there??

Please don't ship. The odds are extremely high of fraud.

I can almost guarantee it's a fraud- most likely using a stolen CC number. DON'T SHIP!

It may take PayPal a week or longer to realize this is a fraudulent payment, and then they will likely freeze your PayPal account and attempt to reverse any withdrawls you may have made to your checking account.

PayPal is not yet set up for international payments. I'd contact PayPal and ask them to verify the CC#, and at the same time, email your "buyer" and tell them that PayPal is not one of your accepted methods of payment for international buyers. DON'T send them money back from your paypal account. Just let the funds sit there until PayPal realizes it's a scam.

This is a fraud. No "probably to it". Only ship if you want to lose the merchandise and have PayPal freeze your account.

What is the hang up you guys have with Russia? There is no longer a Commie hiding under every American's bed - hasn't been for a long time.

Is this a misplaced fear, or is there something I am missing here?

If you gave me 1000 to 1 odds I wouldn't bet Russia will be on that list.

Some countries have a low priority on investigating fraud. Right now I believe investigating a parking violation would have priority over CC fraud in Russia. It's money coming into the economy for all they care.

RB---it has absolutely nothing to do with communism or bad guys--but commerce.

My bank in Canada will accept just about any currency from around the world---but they will not negotiate currency from any EX-communist bloc countries.

So if one of the largest banks in Canada (which also has HUGE international holdings) doesn't deal with the finances of Russia--it seems to me that Paypal probably won't either.

tc61380..You might want to Email your buyer to explain you do NOT accept PayPal Payment overseas (broad statement), and to please send U.S. FUNDS INTERNATIONAL MONEY ORDER..

s/he can void payment at h/his end.

Good luck. Untill ALL Credit Cards Companies are in agreement that Russia is "safe", it would be best to listen to their customer support, rather than to a posted opinion. It is assumed that Credit Cards Companies know just a tad more (not all) than we, the layman.

If the buyer sends payment through PayPal WITHOUT your consent, DO NOT send the payment back to him! If you do, PayPal will recover the money from YOU. If you leave the money in your account, at least PayPal can retrieve it.

Are you actually allowed to remove your money from PayPal, or do their rules prevent this? If you are allowed to use your own money (!), why not remove the dough from your PayPal account, put it in a real bank (or a sock if PayPal has captured all your bank accounts), and send the item?

RB: Paypal is not open to international accounts yet. Even when they do, you can pretty much bet Russia wont be one of them. This means that the person placing the order probably used a stolen US credit card. Which means that if you took that money and shipped the item, PP will get the money back and you would lose. A few people already found this out the hard way.

RB:

If the seller removes the funds via an electronic transfer, PayPal will attempt to reverse it when the fraud is discovered. They've been successful in doing so up to 30 days later.

If the seller removed the funds via check, PayPal will likely freeze the account and remove any other funds that remain in an attempt to recover their loss.

Best to let it sit there, and demand another form of payment from the bogus bidder (who won't, of course, comply).

Don't ship to Russia on a PayPal payment!

Do an internet search for "credit card fraud" AND Russia -- and you'll find a number of sites and articles that address credit card fraud. Every one puts Russia on the list of countries with a very high rate of credit card fraud.

Oh yes, it sounds extremely fishy indeed. I don't even think I would take Bidpay; they might stop payment on the money order upon discovery that the credit card number is bad.
