How is it that a seller can have 4 negs in the last 7 days and 27 in the last month, and not be NARU'd???? I don't get it!!

Probably because (1) the account hasn't reached a total of -4, and (2) nobody has asked SafeHarbor to take a look to see if there's a bad trend going on.

Oh, that's just dandy! So I can sell enough stuff to crank my FB up to a couple thousand, then run a huge bunch of auctions, not send anyone their stuff, and until I get a-couple-thousand+4 neg's, my rear end is safe (until the fraud complaints come in, by which time I'm vacationing on some island somewhere). Weird!

You can be NARU'd and back again in mere days you know. Had a bidder like that.

Or they just switch IDs.
