I had a high bidder on an item for 3 days. Within a couple of hours of my auction completion, they retracted their bid saying that they placed an incorrect bid amount. They have a high feedback rating, but I also noticed that they've had 8 bid retractions within the past 6 months. AND they've changed their user ID 3 times. Is there any way to check prior history? and is there anything I can do about the retraction? I know its not a lot of money, but this really bothers me.

You have all the bid history that it's possible to access. "Changing ID" only changes the name that shows up on screen--all bid history, feedback, etc. stays intact. The only way to lose that is to completely re-register. If your bidder has done that, you can't access his other ID's histories without knowing what they are. You can see what other names the person has used with this ID by clicking on their User ID (as if you were trying to get their email addy). This will give you the date registered and original ID, with all the user ID's and dates changed.

At the moment, it is not possible to track the retraction reasons given in prior auctions. I don't think the reasons are even available to eBay support. I suspect that at some point in the future eBay will maintain a list of the reasons, and you'll be able to pull up that list from the "retractions" link.
