I just checked the PayPal site. There is no way anyone with a non-U.S. address can register.
I also started a thread in the AW Partner Services Forum on Saturday asking if PayPal was going interational on Oct. 31. Although Paypaldamon has posted to other threads on that forum today, he did not respond to my question. I am not sure what that means.

Hi stockticker,
Sorry for the delay, but I am working on several projects at the moment (in addition to the boards). International is still slated for tomorrow.

I went back and checked my Paypal history and I received the payment I spoke of above on 10/28/2k.
The sender had a hotmail email address, but the item was being shipped to Calgary, AB.
Is this legitimate or should I be concerned.
In fact the individual didn't send enough money to have the item shipped to canada. He paid for stateside shipping only.
I have sent him an email stating that the package will be held until the correct amount is sent, but have got no reply to date.

Hi Rampaged: I live in Calgary too. Your buyer could simply be an American currently working here. There are a lot of people here involved in the oil industry. They tend to move around/get transferred a lot.

Hi,
The pushes go live in late afternoon and it should be available later tonight. Sorry, I don't have a specific time to give.

I have an eBay friend in Canada, who now accepts PayPal. She entered the address of a friend in the US when she registered. She has had no problems paying or receiving money from her PayPal account so far.

Wrote to PayPal a few minutes ago saying it is 11PM Right coast time and no Internation Payment system yet - got this back a few minutes later (was a quick response!) ---------PayPal is currently available only to U.S. residents age 18 and up. To open an account at this time, you must have a U.S. address. To fund or withdraw money from this account, you must have either a credit card issued in the United States or a U.S. bank account.
We are planning to expand our service internationally and have made it one of our top priorities for this year.
Your email address has been added to a list so that we can give you a more detailed description of our international service when it becomes available. This list will not be sold, rented or otherwise disclosed to any other company.----------------------------- Don't know what "this year" means - but I guess they are not going to make it tonight!!! -Rosalinda

Yet another one of PayPal's false statements. Possibly they meant Halloween of another year... or this was trick or treat and they decided on trick.
