I may be completely reading Ebay's announcements board wrong, but seems their new "privacy protection" measures will only allow parties to a transaction to see the emails pertaining to a transaction (once the policy is implemented).
In one way, I think that's good - emails aren't available for speculation by so-called detectives who may trash a person's reputation without just cause.
On the other hand, seems this would help shillers to shill even more.

I don't see shill bidding being a big concern, the User ID's will be
just as easy to trace as an email addy. Most shillers aren't stupid, they move around with various email addys & ID's. The stupid ones, well, they'll be just as easy to spot via a user ID as they would through their email addy.
Also, they can only change their user ID once every 30 days, so that
removes the problem of simply changing the user ID after every shill operation.

In most ways I like the idea of email addresses not being generally available.
There's one major exception to that, though. When I get email from someone asking about an item I'm selling or anything else eBay-related, I like to search for that person on eBay using the email address. I wonder if the ability to do that will go away, too?

Shilling its self has nothing to do with whether email addresses are Available or they are not.
Shilling , Skimming and scamming has been going on For ever since near the beging of time and all the security and vigilance in the world will not stop it.
fear of the security and vigilance will only keep the honest people with a Conscience in line.
MY take on this is I have watched yahoo tighten up it security to the point of buyer and sellers registrering creditcards to verify there addresses to be able to bid and sell .
they have made it so you can now only register once with one user name you cant register endless usernames no more.
these new security messures been in place several months now They didnt stop dead beat buyer or sellers it didnt stop the scamer or shilling.
There is a price everyone must pay for every change any company makes, changes in paypal people ask for brought on there fees so they could become more profitable, changes in yahoo brought on a huge incress in sellers and big drop in sales.
some changes at ebay bring on site instabilty protecting your self from spam will open the door to something else.
The is an old saying that is always fitting in these cases
" Be Carefull of what you ask for you might get it"

It WILL allow anyone to check and email address ONE address at a time. So if you see that JaneDoe73 has bid exclusively on JohnQPublic's auctions, you can look up Jane's address.
What it will not allow is viewing a list (bidders, feedback, etc.) and seeing all the user addresses, making it much harder to scavenge email addresses by slurping them from the feedback lists of high ranked sellers, and from the chat areas.
