I don't get it--I just had a deadbeat bidder experience and after 5 weeks of waiting for his payment I filed the non-paying bidder alert with e-bay, and then the final credit value with them 10 weeks later. I was eager to leave this guy a well-deserved negative, but when I went to leave it, I found I couldn't because he's a "non registered user!" So--if he's not registered, why is he allowed to bid? And, can he leave feedback for me?

joyce, he was registered when he bid on your item. Maybe you are not the only one he stiffed for payment. After so many of those, ebay suspends them and they become a non registered bidder. One of the many things I've learned reading these threads.

"Not registered" means the account has been deactivated. The owner of the deactivated account can't leave feedback - or bid, or list auctions, or get into MyEbay or edit his AboutMe page, or anything else that requires password access to do. Likewise, nobody can leave feedback to a deactivated account.
