Here is what I do when I get a bid retraction with a ridiculous explanation. I email the bidder and inform them that their reason for retraction is not allowed per the ebay user agreement they agreed to on ebay. I also copy word for word the acceptable reasons for retraction and the unacceptable reasons for retractions. I then inform them that if they do not resubmit their bid ASAP I will forward the auction and their explanation to ebay safeharbor for investigation and that they will be banned from any and all of my current or future auctions.
Since I started doing this every bidder who has retracted a bid on my auction resubmits it within 4-5 hours after receiving my email.

I would complain to eBay so they may inform the user that their reason is unacceptable, but be thankful this nut isn't your winning bidder.
I was recently relieved at a bid retraction.
It was one of my higher end items (and I have few of those), and when I checked the feedback of the bidder, I was appalled - she had about half the number of negs as she did positives. And she had already deadbeat someone on a like item.
Knowing that bids attract other bidders, I was going to leave her bid until the last day of the auction, then retract it myself.
Fortunately, she retracted the bid herself. I figured I'd inform eBay of her reason when I had time to do so, but lo and behold, by the end of the auction (which exceeded my expectations), she was NARU. Dang, I'm getting to where I can spot those psychos at 50 paces!
