Where do I take the hip measurement on a skirt?

Is it a certain number of inches from the waistband? Is is the widest point?

I'm so confused!

If I remember right, the hip measurement is taken about 8" below the waist. On narrow skirts, I tend to measure at the widest point. (which usually turns out to be about 8" below the waist if I bother to measure.)

Hip measurement is usually 7" to 9" down from the waist, and it is usually the widest point.
