Have you ever been looking in a category and wondered what would posess someone to list a certain item there? For example, I was looking for a "CD-R accessory item" and did a search of all of Ebay first. I found some listed under Women>Evening Wear>Dresses (can I say that?). I should probably email them and save them the listing fees...or is this actually intentional???

These are just miss placed Items you know windows shoppers pick up Items they are to lazy or in to big a hurry to put them back after they decide they dont want them.
You know like the Box of pampers in the milk cooler in the supermarket on a busy saturday shopping rush.
after hours the market pay big $$$ for stock boys to put all the miss placed items back in place.
Tomorrow this Item will be in the catagory it belongs and it will be twice the price it was today due to heavy bidding and or high over head costs. http://www.Dman-N-Company.com

I think it may be a matter of just plain old making a mistake...I have done the same thing on a couple of occasions, because I wasn't paying attention to the category when I did my listings...I work from a template, and after 15 or so auctions, it DOES happen that the seller forgets to change the category.
On other occasions, I have found it useful to list in different categories...X-mas ornaments in Sports Memorabilia...but ONLY if the items have some sort of "relation"
