This user has 0 feedback; several bid retractions. He emailed, several days BEFORE the auction was over, about the color of a coat I was selling and I explained that it possibly looked more blue than black in the picture, but it was black, and if he wanted to retract his bid, i would understand. He emailed back that the color was fine and he wanted the coat. The auction ended, I notified him of the information he needed, and this is the return email I got:
"Hello, Dani. I have some bad news. The black coat that looked blue is not wanted by the person I was going to give it to. Apparently this person does not like black leather, and no longer wants the coat. I would be very happy if I could cancel the bid and forget about this whole mess. I can only hope you are not extremley mad with me and my recklesness. The Bidder."
Now; to file a NPB it states you MUST wait 7 days after the auction- to give them time to contact you. (??) there is no place I can find about what to do if someone contacts you, but blatently says I do not want what I bid on. Do any of you know if I still must wait the 7 days? I think he has retracted every bid he has placed. I hate for this to happen to others! Can anyone tell me how to proceed? Thanks!

Tell buyer to pay for your listing and Final Value Fee. Otherwise, you can wait 17 days minimum to recover your eBay fees.
