When I do a search for "get feedback" I see numerous eBay sellers who will sell feedback for as little as one dollar each.

These auctions have been running for quite some time, so I am assuming that this is acceptable.

Can I get in trouble with eBay for buying feedback, or is feedback just another service for sale?

Perhaps not! Two out four of those auctions appear to have been shut down by ebay. A third is offering some kind of "report" for sale, and the fourth is indeed offering to sell feeback for a penny (more like a trade--feedback for feedback). It's a new auction and will probably be shut down soon.
