ummm I could be confused here but I think for bid shieding there need be a min of two bidders and a seller even though the seller and one bidder many times will be the same person
Or it could work where the bidder has two IDs bids low with one Ids bid very high with the second to scare off other bidders then retracts there high bid before the auction closes to win a high end no reserve item at a low starting bid.
So even though there is two people there would be three IDs.

The reason you do the 249-250 thing is you don't want to actually pay 250.
Example:
Bidder A - $249
Bidder B - $270
Auction at $250
Bidder Normal - $255
Auction at $255
Now if B retracts, normal has the auction.
If you have two bids for like $250 for a $25 widget, you will have no opposition.

Would you be willing to look at something for me? It smells really suspicious, and the way it played out makes no sense, so I can't quite put my finger on it.
