I recently acquired a dirt devil vacuum for Christmas. I wantd to get the attachments to go with it. I have looked on Ebay for them and there are none. I searched completed auctions and there is one that someone had up that did not sell. Is it against Ebay rules to email seller and ask if she still has it and would she be willing to sell it to me?

I can't see why not? They already paid eBay the listing fee?You might want to e-mail to eBay and inquire. If it was me I would just go for it but I like to live on the edge!

I think Doc is right. It is your item anyway so why could you not sell it to whoever the heck you wanted? If you can pull an auction mid-way through what is the difference?eBay just wants some $$$ that's all I think. But I could be wrong?

What if the seller sold it at a garage sale after it did not sell on eBay? How could this possibly be against the "RULES"

No, selling an item at a garage sale after it bombed on ebay would not be against the rules - unless, of course, you harvested all your bidders' email addresses and invited them to your garage sale, thereby profiting from the ebay buyer pool without giving ebay a cut of the proceeds.
I think the question you need to ask is "Would the buyer have known about my selling this particular item had it not been for ebay?" - kind of like the rules of evidence regarding illegal searches.
