OK, my credit card on file with Ebay expired 01/01. I've been trying to update it with their form, but each time I try to, I get an error message that I have been suspended. Well, I know I haven't been suspended, since I've been bidding and selling, and my accounts are shown as current. SafeHarbor has been no help, I have emailed three times, and while I get a first response, when I reply, they never get back to me. So I have no card on file, I guess I'll have to print and pay. Anyone else experience this and have a solution?

That means that they don't want you to renew your account(s). Probably because you shill bided, created many accounts with bad purposes, interfered with eBay activities, etc. etc. In other words in the past when you were suspended, eBay put your credit card in their records for no renewals. What you can do is submit another credit card, if don't have a credit card, you can easily get a debit card with your bank which also is accepted by eBay. At the end what you can do also is, tell eBay you want to cancel your account (that account), eBay don't like to close accounts especially from sellers, because that's their invesment, they will tell you, before we can close your account, if there any problem, if there's anything wrong we did, please let us know so we can solve it, they basically beg you no to leave eBay, and tell you that they will do anything for you in order to keep you as a member. So if you did something wrong in the past, just tell them that your are leaving because you can't sell anymore due you can not submit your credit card. If you email them just saying that you are unable to submit your credit card, they will answer you, ...well, it's because you did something wrong, and they won't solve anything. You have to treat them by saying that you want to leave eBay due they punished you to hard for a ridiculous thing, also tell them tha eBay has so many policies and rules that it would take months to understand each one of them. So just give them an apology.
I submitted my eBay account cancellation 3 weeks ago, and they still don't want to close it, I email twice and I have no answer, they only answered my request, but now they don't want me to go, why? Because I was a good seller, and I represented thousands of dollars a month, but I'm tired of their behavior against sellers and I just will move another house, I don't like to cry much like many people, If I don't like something I take action immediately and everybody happy.
