Let me start by saying that I have NOT received an NPB...
NOR have I filed one...
I've been reading and RE-reading the NPB FAQ's on eBay and I'm told I'm reading it WRONG (by my sister)...
As I understand it, an NPB isn't actually an OFFICIAL "warning" and on your record until OR unless a seller files for FVF credit...

Exactly. NPB is an ALERT only. When the seller goes through with the FVF filing the buyer gets the demerit. When enough sellers have filed for FVF fees eBay will suspend the buyer.
eBay distinguishes between a NPB "Warning" and a NPB "alert." The bidder receives the alert when the unhappy seller files the initial NPB- the alert doesn't count against the bidder. Later, when the seller files for the FVF credit after 10 days, the bidder gets the official NPB warning. 3 of these result in a temp suspension.
