I know that when the non-paying bidder alert is filed, eBay sends copies of the warning email to the buyer and seller. What happens when the FVF refund is submitted to eBay? Does the buyer get any notice that there is a strike against him, or is he relatively clueless about his status until he gets suspended?

yes the Deadbeat bidder is notified by Ebay once the FVF has been filed... they email a TOS Violation to the bidder

Oh, yeah, you betcha they get an email. It informs them that Ebay has refunded the seller's FVF and they are NOT happy about it. Also tells them that if they accrue 2 more of these strikes, they'll get to take a 30 day vacation from Ebay, and a fourth will result in permanent suspension. The email they get when you file NPB alert is really just a friendly "reminder to pay your Ebay seller".
