I am in a big fight with ebay. They tell me that you can not add on fees above shipping ...So i emailed them some sites in Hong Kong charging 8.00 more for banking charges on Money Orders. Ebay emailed me and told me that , they can charge for banking fees .....Now remember i told you i sent ebay some auctions ...well here is were it gets weird...they close 4 auctions i reported and 4 were said to be fine ... all of the auctions were charging fees. So what is it ???some ebay staff think it is fine to charge bank fees and some think it is not???....

what the heck is netcopping...first it's trolls then netcoping i learn more words from you .....Just want the facts from ebay...and i seems to be getting the run around ...so i thought i would check it out for myself...and i am even more confused now

I don't know what netcopping is, but my answer will be related to your post.

I tried to find in Ebay's user policy if charging fees is ok or not. I found nothing related to this. The only thing that I found was that charging a fee for credit cards is agaist ebay policy, and is illegal in many states.

I would send an email to ebay stating something like this: According to Mr. Smith from Safeharbor, a seller can't charge a fee above the shipping cost. Yet under Ebay's User aggreement it states, "Payment Surcharges - An eBay seller may not charge a fee, often called a "credit card surcharge," when accepting credit card payments. This surcharge, which is an added cost to the buyer over and above the final sale price and shipping/handling, is not allowed under the laws of many states, including California. This is the only reference I have found in Ebay's user aggreement related to additional fees. According to this, a seller may charge an additional bank fee as long as it is not for a credit card. If this is not the case, please send specific information as to where in Ebay's user aggreement I may find information that addresses this issue.

I think netcopping is when someone intentioanlly looks for auctions that are possibly breaking rules and reports them. Like an internet cop. Right? Just my guess.

I don't have an answere to your post eastwest, but it has brought up a related question for me. Is it OK to add a fee for buyers who want to pay with PayPal? Recently I have noticed that those sellers who had to upgrade their account from personal to premier, have added $0.25-$0.50+ as a PayPal "processing fee", or to make up for the new fees that they are being charged by PayPal. Most PayPal payments are made with credit cards. Is that against any rules?

This is what eBay's SafeHarbor said about it in a message to a bidder last month (this was posted on Town Square at eBay):

Hello,

Thank you for taking the time to contact us with your concerns.

Sellers are not permitted to add additional fees on their items to make up for the fees being charged by billpoint or paypal. This is considered a violation of our Safe Harbor Charter.

If you have been charged extra fees such as the ones mentioned please send the User ID of the seller and the item number. If the request was sent in the form of an email please send this information, including the full header.

If you have any other questions or concerns please let us know and we will be happy to assist you.

Glenda Wish I'd seen this thread on the 6th as I had received this answer from ebay when I questioned a sellers TOS stating he was charging a "processing fee" in some cases for buyers who paid with checks or MOs.

The sellers description said (in part) "....for any total order below $50.00 I add no extra charges. .....for cash or PayPal. However checks, MOs must add $3.00 for processing."

Since I too, thought this was not allowed in ebays rules, I wrote timesensitive. Here was the answer I received:

Hello,
Thank you for writing to eBay. I appreciate the time you took out of your day to bring this information to my attention. I understand how this situation could be of some concern.
The auction you have reported (item XXXXXXXXX - (edited)) has ended on its own. However, we have warned the seller about listing items with direct sales violations; However, the policy concerning Surcharges at this time only refers to credit cards and associated fees with services such as PayPal. Bank and conversion fees are currently being reviewed and are not cover under the policy at this time.

eastwest Everyone has their own idea of what 'netcopping' means. I do not consider it netcoping when I'm looking for items to bid on and I then read what I believe are violations to ebays rules. If I question whether my understanding of the rules is right or not, I email ebay and ask. In my opinion that is not netcopping. To me netcopping would be if I was just going from auction to auction trying to find violations by sellers of ebay rules. I feel I have a right to question ebay about any auction that I was interested in (in this case Snoopy Stamps) bidding on which seems to be breaking ebays rules. Just my opinion.

What does eBay say about a seller who includes a statement in his listing that says if you pay by money order, there will be an additional $3.00 charge? This isn't right, especially when sending Canada Post money orders that are cashable at ANY USPS outlet with no service fees. Is this graft any different that charging to use PayPal?
