ok I have a question, how do I block a bidder from bidding on my auctions, a person left "me" bad feedback, this person is a repeat nonpaying bidder, and after 20 times of being the winning bidder I finally left negative feedback just saying "Non Paying Bidder" well that sure got me in hot water, as they then left me negative feedback, I contacted e-bay and they said there was nothing they could do, even though this person had never received anything of mine...

I had one of those too! Hate it when that happens. I was advised to send an e-mail to the party saying that I did not want him to bid on my auctions in the future and CC a copy to safeharbour for their records. If in the future he does, I believe the deal is that they are suspended. I wouldn't know never had anymore trouble.
Check with chat at Ebay but I can't imagine that they have changed the procedure as this was about 7 months ago.

What you need to do is:
Send that person an Email, requesting him/her to NOT bid on any of your auctions again, and send a CC to safeharbor. Be sure to SAVE A COPY for yourself.
