Well this is different (for me at least). What does this mean at Paypal? Buyer has not given a credit card billing address and transaction is pending until you choose to accept or deny.
For my own merchant account I usually will put those through, but now I'm not so sure about Paypal.
Any suggestions or ideas on how I should handle this? Should I accept?
I just checked this person out and it's a business with a very large website and quite a business on eBay. I wonder why they wouldn't give their address. Do you think I should be concerned?

If your question is why you have to accept or decline it I can answer. Paypal asks that you only ship to the credit card address making stolen credit card usage harder. If you trust this business then accept. Can you email the business and get clarification that it is truly them?
I had a buyer who had one address, paypal address was different, shipping address was different from either one. I called the number listed on ebay member info and got my questions answered before I would ship the item.

It's to help prevent credit card fraud, but for some reason, they do it for all transactions without the correct address even if non-credit card funds are used.
