I'm not exactly sure about the options. But if have to mail an insured package overseas. It usually has to go through by Parcel Post and costs a lot! ($35.00 to England)
The cost of Parcel Post depends on where you are shipping your merchandise to. The closer your destination, the cheaper it is. The further away, the more expensive it is. I live on the east coast and find that I would typically only save 10 cents or less when I ship to the west coast. For that small difference, I usually just go Priority. The best way to figure out what your postal rates will be with Parcel Post is to go to the USPS rate calculater on-line. The address is:

You need the table marked 1.0 Inter-BMC/ASF ZipCodes Only, NO DISCOUNT NO SURCHARGE TABLE. Single-Piece, Machineable.
The other things are for bulk mailers who presort by ZIP code of the recipient and do other pre-processing.
