I believe them to be football players from the University of Tennessee during the mid-1990s. A search of the UT site does not include a history of players and their numbers -- unless they are Peyton Manning.

I have also tried to search the NFL site to see if either made the "big time" but haven't been able to come up with anything there either.

These are my guesses as to the sigs:

J J Sulan
Bill (or Mike) Staub

...but I could be wrong.

That Bill or Mike might also be Niel?

The numbers indicate linemen and it is not often that they get much press.

I'd suggest a call to the UT athletics publicity department.

If the color tone on the signed footballs is correct, what would Big Orange players be doing signing onto Crimson Tide colors?

Okay, here's the history behind the football and the reason I believe they are UT players:
In real life, I plan meetings and conventions. These players were in a Scrivner Tennessee Division company exhibit booth (hence the colors) - I didn't photo the company logo. Scrivner has a warehouse in the Knoxville area and the trade show was held in Gatlinburg in the early spring of the year that the big blizzard hit East Tennessee. While I can remember some things, years (or anything to do with numbers) is not among those things.

I haven't had a chance to call UT athletic department this afternoon. Maybe tomorrow.
