I had this guy bid on one of my widgets.
He later emailed me and said he had changed his mind.........it happens I guess.
I'll file to get the FVF refund...which I have never done before I usually go to the screen and see how much of a pain in the butt it is and end up just not bothering with it.......well a whole year of not bothering to cost me about $30 or more. I have decided to excercise my right to apply for the refund.
My question is does that apply to make that item eligible for the 1 free list?? I know it will sell for sure the second time. But at the time I relist it since it had a bid Ebay will not consider it as a free relist item.
Am I out on the listing fee or not?

You're out the listing fee the first time around ANYWAY. The Final Value Fee is the ONLY thing you will get back from the unsuccessful listing that eBay profited from at your expense. (and you only get that back IF you bother with filing for the FVF and then following up with the NPB in 10 days).
BUT... if you end up relisting the item, and IF it sells the SECOND time around, you will be credited the RELISTED Listing Fee to your account before the next billing cycle.

Or do i need to do the whole FVF refund thingy first then relist it?
Not that I am going to be stingy over the $.30 on this single item but for an entire year I would simply not bother on all the dead beats.......and collectively over a year it added up. So this year I plan to be a little more aggresive.
I once had someone dead beat on 6 different $12-$15 items.....$.30 x 6 plus the final value fees on 6 $12-$15 items. Thats a couple bucks I forfeited off one single dead beat.....

Hmmmm.... I'm not sure if you would get the listing for the second time around refunded since there WAS a bidder the first time around. However, I DO know that at the time of RELISTING, it will tell you if the listing will NOT be eligible for the Free Listing in the event it sells credit. (just before you submit it)
Ya know... I kinda think that part of the reason eBay hasn't been all that interested in making the FVF/NPB process any easier for sellers is that it DOES discourage sellers from requesting their REFUNDS due them... and you are absolutely RIGHT... those .30 etc. DO start to add up over a years time!
(just think of how many NICKLES that is!!)
I'm guilty of the same thing. Just feel that my TIME is further taxed by eBays FVF/NPB system... but I think if more folks would buckle under and begin following through with the process (and I mean REALLY follow through on a regular basis) - maybe eBay would understand the magnitude of the "Newbie/NonPaying Bidder" problem that sellers continue to deal with.
I vow to be better about claiming my REFUNDS from eBay regarding DEADBEATS and "Functionality Issues" from now on!

Especially now that the listing fees are going up........I will definately be more agressive in getting those fees back.
I have not yet used it but on yahoo in the control panel there is a direct link in your "sold" section to EVERY ITEM to file for NPB.......
The perfect dream auction site would have Ebay's volume of bidders and Yahoo's account control panel and ease of use.

I don't think your relisting will qualify for a relisting credit....or at least, mine never have....they may have changed it. In other words, you're just out the first listing fee.
Of course, you could increase your price to cover it. As it always is in the retail world, the (hopefully) "good" second bidder ends up paying for the original deadbeat's expense to you, just as paying customers in a B&M store pay for shoplifters' crimes in higher prices, etc.
