I bought an auction of 12 magazines on Ebay a few weeks ago. When the seller emailed me the cost for shipping and insurance I emailed them back for the weight of the package (I always like to double check the costs myself). He never answered so not wanting to be a bad buyer who pays late I went ahead and sent the check. When I received the box of magazines yesterday I had OVERPAID the shipping by $5.50! I've emailed the seller but his only response was I got your rate from the post office and I'm sorry if it was much less when I mailed. No offer to refund at all! Since I buy these magazines to resell I don't want to be paying more than I should for them! My question: should I give this person a positive feedback but point out that I was overcharged for shipping? Or do a neutral and point out that shipping was overcharged and no refund offered. I don't feel he deserves a negative. He very conveniently ignores any emails I send that hint I should get a refund. Maybe I should print out an invoice and send it to him for $5.50!

If you feel upset about the sale, don't give him a positive. I really HATE sellers who rip people off on postage (as if it didn't cost enough already!).
I would pointedly ask for a refund of the over-payment of "actual" shipping, and if it was not forthcoming, I would give a neg. If I don't feel good about the deal, I would not give anything more than a neutral, with a simple "Over-charged on actual cost of postage, and would not refund" as the reason.

What's his feedback like? Is this a regular thing with him (over charging)? If it is a negative would be in order. If not, I'd probably leave him a neutral. Of course a lot of times you can't tell from the feedback because people are afraid of retaliation if they leave a neg or a neutral.
