I had one bidder who won an auction with BIN. I relisted it becuase I have another one to sell, and this brilliant person bid on that as well, becuase he thought I was reselling his item.
I need to request a FVF credit for the second auction. How can I do this without waiting 17 days?

You must wait 7 days from the end of the auction to file for FVF. I believe there is a choice for the REASON for the FVF request that will prompt a refund of Final Value Fees without having to complete an NPB process... but I can't remember which one it is.
Read the "REASONS" carefully and choose the one that best fits your scenario.

Choose "Both parties mutally agreed not to complete the transaction". This gets FVF credited immediately, no 10 day "waiting period".
However, I would be careful choosing this. Sounds like your bidder doesn't understand things already, and the problem is that eBay will send off an email asking the buyer "Is this true?--If not reply to us immediately". They might not understand the process and reply and that would cause you to get suspended for filing fradulent NPBA/FVF requests.
So be sure you explain this to them clearly first!

If you must wait 7 days from close of auction, don't you HAVE to file NPB first to be get FV credit and doesn't that take 10 days waiting period? Does that seem like an awful lot of days?
