Was I dreaming or didn't Pay Pal Promote that they were soon to offer an ATM a few months ago? I have looked at thier site and can't find any mention of it . But I thought it had been promised as coming soon a while back. Anyone else remember this or was I dreaming?

They've started rolling them out, but on a limited "by invitation only" basis. I happened to see my "invitation" when I logged into my account last week the day before I was emailed by them. I signed up right away so I should be among the first to get one...

Yes they have them available now, but it is $1.00 per withdraw plus whatever ATM fee the bank that you use it at charges, which could be as high as $2.00.

MrJim, If I read it correctly they'll refund the first three $1 ATM fees (per month) as long as the card is used for at least $100 in non-ATM purchases. There are no charges for non-ATM purchases (on-line, gasoline, etc...), which is what I will primarily use it for.
Obviously PayPal can't control what the ATM owners charge... some banks are beginning to eliminate those charges... hopefully more will follow.

i emailed a request for a card and was told this:
PayPal is selecting a small group of customers at random to test market the
new debit card product. In the next few months, we will widen the eligible
set of customers based on the success of the program. To increase your
odds of being selected, please continue to actively use PayPal and keep an
account balance. Keeping an account balance signals to us a potential use
for a debit card product. Thank you for using PayPal
Now I'm sorry but that ticks me off. The reason I don't keep a balance in my PayPal account is BECAUSE I need the money so I put it in my checking account. If I had a PayPal ATM card I would have the balance there and not have to transfer it to checking. Leaving the balance in there defeats the purpose of direct depositing your money in the bank.

and why the need to test the cards out,they should have known that the debit cards would come in handy,this is one reason i wish they didnt close down the x.com banking site
