Should a bidder not get the entire quantity they bid on, they are entitled to not buy any at all. My question is, what is the appropriate way for me to get my FVF back from eBay in this situation ? Looking though eBay's help info didn't exactly make it sparkle like crystal, that is to say, I could not find it.

First, make sure that you wait until everyone else pays, as you can file on a dutch auction ONLY ONCE.

Then, once you are sure of whom you have to file on, for the bidder who does not want less than the full quantity he asked for, file the NPBA, but choose the correct reason (ie. Seller and Bidder mutually agreed not to complete the transaction).

He will get a letter, but only to confirm the information, and your fees will be refunded immediately.
