HI everyone, did I make a big boo boo? I had a winner of an auction that ended on Jan 14.
I sent quite a few emails, finally I recieved one stating payment will be mailed Monday (2 weeks ago) In the mean time I sent a couple more emails. I filed a NPB with Ebay 1 week ago and sent notice to winner that I was going to offer item to next highest bidder. Still no response, ( this bidder had 0 feedback) 1 week later I did offer them to next highest bidder, she respondes quickly, pays quickly and I shipped out yesterday.
Guess what arrives in the mail today!
Now what?

No, you were reasonable. I state in my terms that buyer has one week to contact me concerning payment and one week from contact date to make payment. Unless I hear otherwise, I can offer the item to someone else if a week goes by without contact or two weeks without payment. I once bought two digital cameras from a liquidator. I "sold" these cameras 4 times EACH to deadbeats. In the meantime, the price dropped. Months later, I got disgusted and sold them at cost to a customer who walked into the store. I could have sold them to walk in trade several times before at a nice profit but I was holding them for the deadbeats. I dont make that mistake any more.
What would you do for feedback? I actually have his payment now although I am sending it back with an explanation. I don't want to label him as a deadbeat, just very slow.
I am also concerned about him filing a neg. on me. I sold to someone else.
Do I have to file anything else with Ebay to be able to leave feedback for the next high bidder, if this is possible.
I really don't care about final value fee because there was only one dollar difference.
I hope this hasn't been too confusing to understand, I am still very new to this and still trying to figure my way around.
Thanks for all the help on these boards, I have been lurking for quite awhile and feel I am starting to know some of you.

Well, I have been in your situation myself. eBay states that bidder and seller MUST contact each other within 3 days, or the seller can move on to other bidders. When this person signed up for ebay, they acknowledged this rule. Personally, my auctions state, reply to confrim win within 3 days, payment within 10 days....I file NPB's after 7 days, which is the soonest you can, and if I have no payment, I cancel their bid on that 10th day. I would maybe post neutral feedback for the person, but you may also want to contact [email protected]
They can sometimes help, just in case the bidder tries to retaliate against you.
GOOD LUCK!
