Is there a way to list your items so they're ONLY listed in the geographically targeted auctions? I have some items that contractually cannot be listed nation-wide.

The only way for you to offer your items exclusive to your local area is to put a disclaimer in your listing for all other areas.
This won't guarantee that folks outside your area will refrain from bidding, but it will make it possible for you (within the rules of eBay) be relieved of any obligation to complete a trade with anyone outside the area you've specified in your listing.
