With eBay's new rules can a B&M address be given as part of the
end of action information?

No.
If you have ever sold anything on ebay, they now own you. From now on ANYTHING you sell to anyone has to be cleared through ebay.
If someone comes into your B&M and buys something, you have to let ebay know so they can get their FVF.
And whatever you do, don't give them your e-mail address without prior consent from your BIG BROTHER at ebay.
