I need clarification from the wealth of knowledge and experience the people on these boards seem to have. Regarding eBay's spamming policy, I'm unclear on when (or even if!) I can contact a high bidder (either current or past) of my auctions to let them know I have item X also available. I guess I'm really wondering how do you apply "customer management" within eBays' rules? Thanks in advance for your help!

Actually...you don't. Apply customer management that is. EBay want's a cut of everything sold by anyone to anyone that has ever used their auction site. I hate to be so negative about this but the folks at eBay are really control freaks wanting a cut of every transaction, not only in their building but the parking lot as well.

If the customer has told you that they would like to hear from you if you list a Widget (either as a response to you asking when you sold them the first item, or by asking you on their own), you can send them an email. If you don't have their permission, it's spam: unsolicited commercial email, and is against the rules.
