I was just browsing through some auction listings and one seller, from England, states that PayPal is not supporting International payments at this time.
Does this mean we cannot send payments to foreign countries AND cannot accept payments from foreign countries?

Visa and Mastercard made PayPal stop crediting balances to seller's credit card accounts. Most likely because there is no method in place for Visa and Mastercard to assess a fee on the transaction, since it is a "credit" not a charge. (and it also violates there cash advance policy)
This left the only option for international sellers to have the funds deposited into a US Bank Account. Since most International sellers don't have US Bank Accounts they no longer have a way to withdraw funds. Therefore, all international accounts can no longer accept payments.

I'm a Canadian seller and my payments go directly into my canadian account. They stopped crediting Visa a little while ago but the international accounts are still fine as long as you set it up with your bank account. It's still working for me so I'm assuming all the international selling is still working.
