From 14 - 22 March, ebaY did NOT credit relist fees on sold auctions. Well, maybe they credited some of them - but they don't know - or wont say, you get to guess.
You need to check ALL your relisted auctions, figure out which ones you did not get your relist credit for, and request refunds from ebaY.
The problem appears to be fixed as of today (22 Mar), though the info is not showing up quite correctly on the account page, and not properly acknowledged when you do a Billpoint listing - but you should be getting all proper credits now.
ebaY has known about this problem since 14 March, but has refused to post about it on the Announcement Board. ebaY says they are thinking about making these refunds automatic, so every seller does not have to request refunds (since not all sellers are aware of the glitch) but they don't know yet if they can or will do that - so are recommending (on the scrolling ebaY chat boards - not even the threaded boards)sellers send them refund requests.
What a way to make a quick profit! Have a glitch so relist fees are not refunded over the course of 9 days - only refund the ones where sellers ask for refunds, don't let sellers know about the problem so only a certain percentage even notice, and ebaY ends up with a nice chunk of change (on maybe 1 mil+ auctions?) that they get twice the fees on. Hopefully, the posts of their disgusted users at this seemingly sleazy fraudulent behavior will encourage them into eliminating this perception of bad behavior by a- posting on the AB and/or even better b- auto refund EVERY wrongly charged relist fee!!! -Rosalinda

Both of these issues have been resolved; however, due to the nature of the problem, we are unable to determine which listings were re-listed from March 14 through March 22.
If you re-listed an item between March 14 and March 22 and that item qualifies for a re-list credit, you should contact eBay Customer Support at

and select Billing: Credit - How can I receive credit for insertion fees. Also, in order for us to review whether a credit is warranted, you must include the following information:
1. The original item number
2. The re-listed item number

Can someone please inform me if these dates (March 14-22) refer to the listing date or the closing date or both? Is it items relisted between 3/14-22/01? or items that were relisted that closed between 3/14-22/01?
Since I do not keep records of this item was listed to item number xxxx and relisted to item # XXXXX, I have got to do some researching. So I am trying to figure out if I start with items relisted on 3/14 or if I have to start with relisted items that closed after 3/14.

The RElist date. If you RELISTED an item anytime on 14-22 March, when the item closes you need to make sure you get your relisting fee credited, and email ebaY if you haven't with the requisite info. -Rosalinda
