I received at least 10 emails returned today from EOA's to our B&M weekly mailing. Somethings up on one of the servers. More of the hotmail's coming back. Although there was a news release on AT&T bowing out of a recent purchase. (Excuse me if I incorrectly list that). But had many problems today regarding email returns.

This limit is usually based on the amount of storage (expressed in KB or MB). If the amount of mail in the person's mailbox exceeds the limit set by the ISP, the mail server will automaticlly respond with the message you recieved.
Your best bet is to pull the contact information for the user and call them. They may not realize their mailbox is full.
