Back in Jan I sent an item to Sweden. I received it back today marked refused. The bidder has not contacted me or answered my email. I checked his current Ebay activity and his record went from excellent to poor. Negs from sellers who never got paid.
All I can think of is that something may of happened to this person.
Would you refund his money or wait till you hear from him? He sent cash.

Hi there, I would continue to try and contact them before sending a refund. You may end up getting that back as well...or worse! If they were in the US, I might do things a little differently. At any rate, you can relist the item that was "refused".
Definately wait until you hear something from the person! Oftentimes international customers are not aware of the customs taxes that they are responsible for imported goods. Sometimes these taxes are higher than they are willing to pay, and they refuse to accept the packages. In that case, the package is usually returned to the seller. It is very possible that this is what happened in your case. Therefore, if they weren't willing to pay the taxes, I don't think you should have to refund the money. Of course... you won't know this for sure until you hear from them, so just wait it out for now. Good luck!

After this much time, No I would not give them a refund. Just relist and move on. Refused means just that they did not want to pay a duty or tax. But that is not your concern.
