I don't think there IS a best time to end auctions. However, there are some BAD times for ending them. I wouldn't end them in the wee hours of the morning, when people are asleep. MANY people bid at work (Don't tell the boss!), so ending them before 5 p.m. on weekdays sometimes works. Sunday afternoons and early evenings have worked for me. Hope this helps.

I've had pretty good luck running them Monday night to MOnday night. Have played around with the ending times and haven't noticed much difference.

This works for me:
I launch my auctions around 11:00 pm EST on Thursday night and run them for 10 days. This gives my items exposure for 2 complete weekends.
If you run dutch auctions your bids will go through the roof with this method (at least mine usually do). Of course I run dutch auctions almost exclusively so this approach may not work for you.
