Had a bidder win an item from me in March. No response to several emails, no response to a NPB alert, so tonight I filed my FVF's and attempted to leave them a NEG for non-payment.
I received this response from ebay:
Unconfirmed Target User
The user that you are leaving feedback for, xxxxxxx, has registered but has not confirmed their registration. We're sorry, but you are unable to leave feedback for this user until they have completed their registration.
What the heck does this mean?? Obviously they are a REGISTERED user or they couldn't have bid, left feedback for others, or received feedback from others!
BTW - they have 9 feedbacks and 1 neg for non-payment.

Hi there I can answer this for you. The member has asked ebay to remove their account. I had them remove my account 2 weeks ago(too mant deadbeats for me), and when old buyers tried to leave feedback the same thing came on for them. It takes 2 months for the account to become fully closed. I cant bid or anything now, so most likely they did this to avoid negs, etc.

Thanks Chum! I have never heard of that happening before - I wrote to ebay before I posted here, too. Wonder what they will say about it?
Doesn't seem fair that they can do that just to avoid getting negs.
What it means is that the user is under "temporary' suspension. Usually it is account oriented, ie. they are having problems with their eBay bill, but I believe there are other causes, such as board misconduct. I think there are a bunch on temporary suspension right now for trying to start a boycott. They haven't been NARUed yet, but don't have any privledges. If you go to your feedback forum page, you will find that the auction doesn't exist there.

If a bidder is willing to suspend their own account, why would they care about the feedback? BUT, they COULD leave neg for a seller if this system wasn't in place.
Of course the easiest answer would be to make the "cancellation" immediate...seems to work for other pay sites on the net...why not eBay?
