I HAVE A CLAIM....I NEED TO REFUND A PRODUCT THAT NEVER SHOWED UP..THE PERSON CHOICE TO INSURE WITH MY COMPANY..IS IT FAIR TO SAY THEY GET A FULL REFUND MINUS THE INSURANCE???
JUST A QUESTION??

If your house burns down do they refund all the insurance payments you've made? If you total your car do they refund all the insurance payments you've made?

I don't think many places refund the insurance? But what does your customer expect? If it would make an already bad situation even worse by not refunding the insurance I would refund it.
Edited to say that the post office doesn't have to worry about negative feedback.

I feel that in this situation the buyer shouldn't expect a refund of the insurance cost, but if they did I'd refund it.

Insurance is not refundable.
Postage is refundable because of non-performance in the case of delivery or condition. Insurance is a paid service, in your case it will be utilized.
Flip the situation around, would insurance be refundable if the item was delivered safely? Not...

The post office doesn't refund insurance or postage. Only the actual value of the item.
I self insure, But only in that I send them another one at no cost if the original one is lost. So in that respect I am covering S/H and insurance. I generally make most of the items I sell so I just make another one. In very rare instances, I think once out of 20,000 items I couldn't make another one so I refunded, and in that case I refunded everything paid.

I believe the Post Office refunds shipping if the item is lost. If damaged it does not refund shipping. At least that is what I was told by our local PO.

A FULL refund to me, means just that. ALL monies paid by buyer should be returned.
A happy customer = A repeat customer

Didn't Like it, Changed Mind ... Purchase price less shipping both ways.
Lost or Damaged ... Full refund including return shipping ( if requested by us ).

Insurance is a contract, while it's possible benefits may never be seen, as long as it was paid for, the service was provided. Because you self insure, you need to build up funds from the premiums to cover potential losses.
For example, Berkshire Hathaway, the company that owns GEICO, buys major stakes in companies with its premiums because they know that they will probably pay out more in claims than they take in through premiums. If that were to happen to you, you would be in bad shape and lose your shirt. I suggest that you consider getting a separate bank account (even if it is just a savings account) and deposit all premiums you have. That way you have a pile of money to help pay claims.
Self insurance is a liability nightmare. I suggest that you instead ship through one of the commercial carriers as they automatically insure up to $100.

I have never heard of refunding the insurance premium as part of a pay-out on an insurance claim. You pay a premium to protect yourself against loss. No loss- no premium refund. File a claim- refund for insured value and, if applicable, for shipping. But NEVER the premium! That transalates into FREE insurance if you have a claim! By purchasing insurance, you are purchasing protection against loss or damage and the premium is the cost of the protection whether used or not.

I have only had one package lost and I replaced the merchandise. Since I could no longer get that exact item, I replaced it with the next model up after asking the buyer (to which he readilly agreed). If you self-insure, I would think that your responsibility is to replace the item with the identical one and if you can't get it, a better one. Or you have to return ALL of the buyer's money, including insurance.

As I noted above, U-PIC does. Also, as noted above by another poster, the USPS does (in the event of loss, anyway). Whether or not you choose to do so in the event you self-insure is up to you, I suppose, but it is certainly not unheard of.
