Okay - I know we had this long thread on chargebacks and how PayPal would protect premier sellers if you send the item with delivery confirmation (for online tracking) and to the buyer's verified address on PayPal.

But I need the following clarification:

For domestic mailings, does certified mail and register mail qualify for delivery confirmation. These forms of mailing are more secure than delivery confirmation but I do not believe they have online tracking. Or does PayPal requires delivery confirmation in addition to the above services to protect seller from chargebacks.

For international mailings where delivery confirmation is not available and the online tracking is not an option, what kind of mailing is require by PayPal.

Finally, on a different topic, I have a personal account with PayPal for more than a year. I am not a premier seller and do not have a credit card or bank account tied to the PayPal account. Always withdrew funds via bank checks with no problems. However, in my lastest request for fund withdrawal via a bank check, it keeps asking me to verify my address. I already done so when I first opened my PayPal account. I do not see posting of any PayPal policy changes. Can someone advise me if there was a change to PayPal policy that I missed.

This is an old subject matter, go over to aw partner service board, and read all about it. You might get lucky and find paypal damon there.

FYI -

Insured and certified mail both have online tracking.

I think that the post office scan the insured and certifed items into the system. But, depending upon the receiving post office, I do not believe they track the item online. At least, I do not believe that the post office claims these items can be track online. I hope I am incorrect in my facts, but last I check, this was what they told me at the post office.

After reading the initail post, I tested several items that were sent to me in the last three weeks from Florida, California, South Carolina and Georgia, all were insured or certified. All showed as being tracked and showed tracking results.

Paypal will not accept it if it cannot be tracked online.

International transactions are not covered under the seller guarantee at all.

If you do not have a verified premiere or business account, you are not covered by the seller protection guarantee regardless of what you do.

I don't work for PayPal or speak for them, I just don't want anyone to think you're protected if you're not (as PayPal sometimes has a very confusing way of explaining things).

Your result is not surprising, it shows that your receiving post office do track such items. If one of the item does not show up on your tracking, than it would not make sense.

However, I was told not all receiving post offices do so.

The best way to prevent chargebacks is to use a payment service that guarantees no chargebacks to its sellers.

PayingFast So far your a real company. If I could get all my customers to pay $4.49 to send me money you would have all my business. I have only had about 10 pay $5.00 to use BidPay. in 3 years.

Hi,

I have a fairly large item on charge backs in the Partner Services Forum.

The item has to be tracked on-line.

The easiest way to look at it---

If it can be tracked on-line, regardless of method used, it is ok.

If the method can't be tracked on-line, then no.

These are answers the carriers would be able to advise of. Delivery confirmation is one example of a method that is acceptable, but not the only. If these other methods can be tracked on-line, then it is ok.

Sorry for how disjointed this one post is.

Payingfast: You don't have to be a partner to answer questions. We have heard from Paypal, Bidpay, Upic, checkspace, achex and many others. I just asked a question in the partner services forum. Anyone is able to answer but an answer from the source should be more accurate.

I wouldn't even think sending my customers somewhere that it would cost 4.49 to send me money. I am assuming that is what it costs to send money through payfast although I will check it out farther. I would however consider it a lot faster then I ever would paypal. Payfast must have something that scares paypal guys otherwise AW who is partners with paypal wouldn't have jumped here so quickly.

I got out of paypal a while ago. I use Paydirect I love it my customers love it and as to this point it is free and looks like it will be staying this way for a while. If they have never used it they have no problem signing up if they want to pay visa I have never had to worry about charge backs hassles etc. . .

For out of country sales I use ccnow. I use them on my website also. They are a little high end though 9 % of final sale. Again I have never had to worry about charge backs and all that tracking and stuff. I have sold thousands of things and all (so far) have gotten to where I sent them no problem. All the time I would spend if I would track all these itmes, do confirmation forms etc. . . is time I can spend making more money.

Never had a problem and any change backs an all changes they make are all told within 30 days unlike paypal. At least so far. You see I never totally trust any internet company anymore as many are fickle.
