Well, I made a few sales. Begginers luck.. As I am an international seller and came to USA, I brought the items with me to save on buyers' shipping costs. Two buyers have been lovely. Monies are in place and today I shall ship their items. Another- who purchased 1 item at auction and then offered almost full price on another that did not sell on auction- did not want to use the money order process(he said he had bad experiences with it) and who withdrew funds from my Paypal account after Paypal did not process those funds is NOT RESPONDING to my emails that I need him to deposit those funds to I can ship his items.
Paypal now has a US bank account on record so is happy to process my transactions.
The buyer has been a member over a year and has a star by his name so I have to imagine his status is reliable ( I have 0 ). What should I do? How long do I wait? He knows I have brought the items and plan to ship this weekend. 3 emails seem sufficient.

Sounds like you may be out of luck. Deadbeats have stars behind their feedback numbers too.

How do I inform eBay auction that the buyer has not send funds within a reasonable time period? Besides giving a negative feedback, I plan to advise eBay that the buyer initiated transactions to purchase an article that he was the high bidder for but did not purchase the item on eBay as the reserve was not met. I now know that is called fee avoidance and against eBay's rules. I advised buyer by email that his silence would constitute a breaking of the contract and at noon Monday I would do what I just described.After leaving a message on his phone and sending emails, I believe 3.5 days of silence from him AFTER making our arrangements has been enough time.

I now know that is called fee avoidance and against eBay's rules.
You best hope they don't have any emails from you, agreeing to sell this item off site.

My advice to you would be for you to go back to ebays tos and take the time to read it so that you will have a better understanding of how the system works.
The bidder on the third item does not have to complete the deal as reserve was not met.
If you make a deal off ebay, you can not leave feedback. Just relist your item and move on. Better luck next time.

Gs4 ..... From my understanding of the initial post, buyer #3 was high bidder on one item [reserve met, or no reserve], and then offered to purchase another item where the reserve was not met.
Maybe I'm just confused?

REDDEER IS CORRECT. The buyer met my reserve price and made an offer on an item that did not meet the reserve price- for which he was the highest bidder. We negotiated and I accepted an offer from him. He suggested amounts for shipping which are reasonable (shipping from USA) which I accepted. Anyway, I filed today, and also reported this fee avoidance (by both of us)to Safety and Rules after that email warning me. Also a negative feedback

What is this about waiting 10 days after I filed the NPB form. I want to relist my items ASAP, sell and sent them out while here in USA. Any comments on when I am free to relist? Somewhere I noticed someone claimed listing fees from the NPB? Tk.

You are under NO obligation to wait 10 days to relist your item.
ebay HOPES you will work out any problems w/the buyer in the 10 day period between filing the NPB & actually filing to get your FVF back but if you don't wish to work w/the buyer anymore, you can relist the item 2 seconds after you file the NPB.
However, if the buyer DOES contact you, you best have a decision made about what you will do if you have relisted the item.
We had a situation last week where the seller relisted an item after the NPB & the buyer sent a check..so decide how you want to deal with the buyer if they state they still want the item.

Do I claim FVF before or after relisting the sale. Where do I go to see what to do to file FVF?
I plan to relist today and tell the old buyer about it in an email. If he is interested, he has to pay new insertion fee.

WHAT A MESS. The buyer filed a negative feedback after I did. He said he sent 4 payments. All denied by me. Unethical and too nervous for Ebay.
PAYPAL denied the payments as I did not have a US bank account registered with them and I was coming to USA to straightened it all out. I told him so ( email) but he did not understand, it appears.
No excuse for ignoring my emails and phone call AND no response to NPBA filing. My other 2 buyers are happy. What a way to start.
