I sold an item on Ebay (actually a couple of these this past week) that the top bidder is not going to complete the deal. Since I launched it with Auction Watches program how does Auction watch know and not charge me a FVF for this auction? Is there somewhere to go to let them know I am relisting it not to charge me a final value fee?

I found this on Auction Watches FAQ. Any one know how to do this?

What happens if I have a deadbeat buyer who never completes the sale? Do I still have to pay the final value fee? How do I request a refund?
No, in the cases of deadbeat buyers you will not have to pay the final value fee. In order to qualify for the refund, you will need to provide proof from the auction site you were listing to that you had a dead-beat bidder to get a refund to your account.
