Well, I was gonna guess that it was the insignia of the Black Widow Brigade from the Negative Universe [that's the BWBNU, in case you're wondering], but I suppose Civil Defense is probably a bit more likely....

Actually, it is the US Army insignia for the 7th Infantry Division also called the Hourglass Division.
